What is the PGWP, and why does it matter so much?

The PGWP is an open work permit issued to international students after they complete an eligible program at a Designated Learning Institution (DLI) in Canada. It lets you work for almost any employer, in almost any occupation, without needing a separate job offer first — and the Canadian work experience it gives you is often the fastest route to permanent residence through Express Entry or a Provincial Nominee Program. In short: for most Pakistani students, the PGWP is the bridge between "international graduate" and "skilled worker with PR pathways." The core rules that haven't changed

  • Your program must be at a Designated Learning Institution (DLI) that is PGWP-eligible — not every DLI qualifies.

  • College diploma / non-degree program graduates need CLB/NCLC 5.

If your program's CIP code isn't on that eligible list, graduates are not eligible for a PGWP at all — no exceptions, no appeals process based on program quality or institution reputation.

University degree programs (bachelor's and above) are exempt from this field-of-study restriction — this is one of the clearest reasons degree programs remain the safer PGWP choice for students who aren't certain their diploma program's CIP code qualifies.

The 2026 freeze: certainty, for now

IRCC confirmed on January 15, 2026 that there will be no changes to the PGWP-eligible fields-of-study list through the remainder of 2026, with the next policy review expected in 2027.
